Download standard MIB format if you are planning to load a MIB file into some system (OS, Zabbix, PRTG ...) or view it with a MIB browser. If cienaCesSyslogCollectorAddr is set to IP address then cienaCesSyslogCollectorResolvedInetAddr displays the same value as the cienaCesSyslogCollectorAddr. This OID should be used in conjuction with cienaCesSyslogCollectorResolvedInetAddrType.
