This value of this setting is used to make a percentage increase to a dynamic downstream service flows maximum traffic rate. This is flexiblity actually causes the E6000 to operate outside the DOCSIS 1.1 specification by allocating and allowing more traffic than was actually requested. The initial reason for providing this capability is to mask problems produced in the Voice environment where devices have been seen to violate the traffic rates.
